  1. No, there is no law what prohibits people going on vacation as long as unpaid debts exist. But - you should be up to date with your payments. Please read the following: http://business2.maktoob.com//20090000008553/UAE_bank_provisions_soar_to_$2_62_bln/Article.htm To be honest, these days I do not know what kind of steps banks are able to take as precaution. Banks lost to much moeny from people who fled the country and left their debts behind.
  2. Unless the banks does not file a case with your security check or a police case till that time you can go on an vacation. If you did not pay for 5 months than it's better don't go for a vacation because most of the banks files a case after 5 unpaid months. make sure you speak with your bank take care
  3. no , but if the person going on vacation does not plan on coming back and paying their debts later it'd be like breaking the law (taking money that don't belong to you = theft), once the bank files a case against you, you will be subpoenaed , unless you show up and make your case in court , your act will be be a considered criminal act , and you will have a criminal file in UAE.
